Health, Safety, Security and Environment Superintendent

Missions:
The service holder is part of the Marsa LNG’s H3SE team on the construction site which interfaces, coordinates, and advises EPSCC Contractors for the implementation of the H3SE management system during the EPSCC phase.
Missions of the service holder are to:
- Interface with site HSE teams of EPSCC contractors and subcontractors, Sohar Industrial Port Company (SIPC), local Omani Authorities, and partners for Marsa LNG constructions.
- Ensure that H3SE risks are identified, assessed, and mitigated to as low as reasonably practicable level. The job holder will document the assessment process, monitor, and liaise with EPSCC Contractors to implement prevention and/or mitigation measures.
- Ensure that EPSCC Contractors implement the H3SE management system based on the approved H3SE plans/procedures and contractual requirements in Exhibit L.
- Monitor that EPSCC Contractors track H3SE performance indicators and report the performance status to the Marsa LNG Project.
- Ensure that EPSCC Contractors perform H3SE internal audits and inspections as per the schedule for their subcontractors.
- Monitor that EPSCC Contractors manage the fitness to work, health, and welfare of their personnel and regularly monitor the well-being of their workers.
- Ensure that EPSCC Contractors establish emergency response plans, including medevac, which are aligned with Marsa LNG’s emergency response plan and SIPC requirements, and facilitate contractors in performing emergency trainings, drills, and exercises regularly.
- Actively contribute to delivering the Marsa LNG project on schedule and budget while meeting the H3SE targets and objectives.
- Actively participate in JRA, H3SE Site Committee meetings, and monitor the quality of H3SE induction and training organized by EPSCC Contractors.
- Actively participate in the COMPANY’s emergency response organization.

All activities are to be implemented in coordination with the HSE Lead – Construction for the Marsa LNG Project:
- Review, comment, and validate site H3SE procedures of EPSCC Contractors, ensuring alignment with project specifications, COMPANY Project H3SE management plan, contract requirements (Exhibit L), permit/license requirements, and international standards. (C)
- Contribute to preparing Marsa LNG’s Site H3SE plans or procedures for the EPSCC phase. (B)
- Ensure EPSCC Contractors identify, assess, and mitigate H3SE risks, especially for critical and risky operations, to as low as reasonably practicable levels, and document and communicate those risks to relevant personnel. (C)
- Monitor that EPSCC Contractors establish PPE management and monitor its quality and effectiveness. (C)
- Contribute to facilitating H3SE training and workshops to raise risk awareness among project personnel, in collaboration with EPSCC Contractors. (B)
- Ensure that EPSCC Contractors implement and monitor the effectiveness of their safety culture in line with Marsa LNG’s safety culture programs. (C)
- Monitor that EPSCC Contractors manage and track the completion of H3SE training requirements and medical fitness to work of their personnel. (C)
- Actively participate in incident investigations, cause tree analyses, and define action plans to prevent recurrence. (C)
- Actively participate in H3SE audits and inspections of EPSCC Contractors and subcontractor facilities, ensuring alignment of H3SE audit protocols with Marsa LNG’s H3SE expectations.
- Ensure EPSCC Contractors implement health management plans, fitness to work requirements, and the establishment of site medical clinics and first aid units with on-site medical support teams.
- Ensure EPSCC Contractors implement industrial hygiene management plans, including industrial hygiene risk assessments, heat stress management, food safety, water management, sanitation, and ambient noise management.
- Verify that EPSCC Contractors develop safety and security management procedures like Job Risk Assessment, Security Risk Assessment, Permit to Work, hazardous material management, radioactive source management, SIMOP/COMOP, chain of command/handover protocols, PPE management, and procedures for management of change and derogation.
- Ensure EPSCC Contractors implement and monitor anomaly and incident reporting systems and routinely consolidate reports for H3SE review.
- Actively monitor and evaluate H3SE key performance indicators for health, safety, and security across the project periodically.
- Contribute to preparing periodic H3SE reports for internal and external stakeholders, including Omani Authorities as relevant.
- Actively support project technical reviews, external/internal audits, and those related to project financing.
- Update periodic duty rosters for the COMPANY’s Incident Response Team, ensuring the readiness and availability of emergency response facilities/resources.
- Collaborate with EPSCC Contractors in planning for emergency drills and exercises.
- Track the closeout of H3SE actions stemming from internal/external audit findings, inspections, independent lender audits, and Omani Authority audits.
- Actively participate in project coordination, H3SE committee meetings, management reviews, and H3SE workshops/events.
- Facilitate regular coordination with EPSCC Contractors for engagement with workers, local authorities, neighboring industries, SIPC, and communities.
- Monitor that EPSCC Contractors identify and assess security threats and associated risks of the project site, implement mitigation measures, and develop a site security control plan.
Requirements to Perform Activities and Missions:
- Well-experienced in managing H3SE management systems and supervising/interfacing with EPSCC Contractors to implement H3SE management systems on-site. Requires over 10 years of experience to provide guidance/recommendations to EPSCC Contractors.
- Adequate experience advising EPSCC Contractors on achieving H3SE key performance indicators.
- Hands-on experience in coordinating and executing H3SE audits/inspections and tracking the close-out of findings.
- Proven experience in coordinating safety culture campaigns and following up with EPSCC Contractors.
- Well-versed in establishing H3SE training, medical fitness-to-work systems, and medical infrastructure requirements on construction sites.
- Experience in organizing emergency response training, drills, and exercises.

Required Qualifications and Background:
- Professional Experience: More than 12 years.
- Experience in Similar Positions: Over 10 years.
- Education: Engineering degree or equivalent (required for immigration purposes).
- Language: Proficiency in English (mandatory).
Context and Environment:
The MARSA LNG Bunkering project will establish a regional hub in Oman for LNG bunkering services to supply LNG as fuel to marine vessels. The feed gas will be sourced from MARSA’s equity gas entitlement of the Greater Barik field located in Block 10.
Duration and Location:
- Start Date: ASAP (Q4 of 2025)
- Duration: 12 months, renewable

- Status: Residential (5 days/week), potentially 6 days/week (to be confirmed)
